Leading LA County’s efforts to recover and rebuild.

The January 2025 wildfires were the most destructive natural disaster in LA County history. From the earliest fire weather warnings, Supervisor Lindsey P. Horvath led emergency preparedness efforts—and continues to lead the County’s coordinated response.

She advanced anti–price gouging protections, Countywide relief grants and eviction protections to ensure residents and small businesses have the support they need to recover and move forward. 

Supervisor Horvath coordinated direct relief to small businesses in Topanga and Malibu through a Business Interruption Fund, and expanded the general rental relief program for landlords and tenants impacted by wildfires to more than $30 million dollars.

Supervisor Horvath led the County’s coordination efforts with local, state, and federal partners including the U.S. Army Corps of Engineers to oversee the fastest debris cleanup in United States history.

She’s also working to accelerate permitting in unincorporated communities so rebuilding can begin without delay. She has supported the Calabasas One-Stop Shop for permitting, and pushed for publicly-available data and dashboards for permit information to be available to all residents. 

To ensure we rebuild safer and more sustainably, Supervisor Horvath established an independent Blue Ribbon Commission on Climate Action and Fire Safe Recover of experts across disciplines. Their report outlined more than 72 recommendations to guide this and future disaster recovery efforts. 

Their chief recommendation — to create a Resilient Rebuilding Authority — is currently being stood up alongside a Disaster Enhanced Infrastructure Finance District (EIFD) for unincorporated LA County.
