Tackling our homelessness crisis through creative solutions that bring communities together

The top concern of Third District communities is homelessness. In her first month as Board Chair, Supervisor Lindsey Horvath declared a state of emergency—mobilizing the County’s full attention and resources toward this crisis. 

She is now leading the charge to unify more than a dozen fragmented programs into a single Department of Homeless Services and Housing—creating a streamlined, accountable system that focuses on people, not bureaucracy. 

Supervisor Horvath is committed to bold, compassionate solutions, including connecting people directly to housing and mental health & substance use care. She continues to focus on prevention by addressing root causes like poverty, trauma, and lack of access to services. 

As a renter herself, Supervisor Horvath has championed eviction protections and cracked down on price gouging—especially for fire-impacted residents working to rebuild and remain in their communities.

State of Emergency on Homelessness

On January 10, 2023, Supervisor Lindsey P. Horvath put forward a unanimously supported motion declaring a state of emergency on homelessness for Los Angeles County, meeting the City of Los Angeles in a shared commitment to see results. The goals of the emergency declaration are to prioritize hiring, expedite contracting, and increase transparency around Measure H expenditures.

MISSION 1: Encampment Resolution in Partnership with Local Jurisdictions

  • LA County will collaborate with Cities and Councils of Government to develop plans and funding for encampment resolution, building on Supervisor Horvath’s efforts to launch the County’s newly unified Department of Homeless Services and Housing to streamline efforts and increase accountability. This mission includes:
  • Conducting targeted outreach to those residing in encampments
  • Offering interim housing options tailored to individual needs
  • Connecting individuals to housing navigation services and resources
  • Supporting transitions into permanent housing
  • Providing supportive services in both interim and permanent settings

This approach reflects the County’s renewed commitment to coordinating housing and services under one roof for faster, more effective outcomes.

MISSION 2: Housing

In partnership with Cities and Councils of Government, LA County will drive housing solutions that support people transitioning from homelessness to permanent stability, leveraging the unified Homeless Services and Housing Department to align funding, data, and service delivery. This mission includes:

  • Prioritizing housing placements for people exiting encampments
  • Expanding access to interim and permanent supportive housing
  • Increasing production of affordable and permanent supportive housing
  • Aligning housing navigation and supportive services with a housing-first approach

MISSION 3: Mental Health and Substance Use Disorder Services

LA County seeks to meet the mental health and substance use needs of unsheltered and sheltered residents by:

  • Streamlining access to care through integration with the newly created Department of Homeless Services and Housing
  • Coordinating field-based services and clinical assessments in partnership with outreach teams and interim housing providers
  • Prioritizing people experiencing homelessness for mental health and substance use disorder services
  • Expanding the availability of voluntary, trauma-informed care across the housing continuum

MISSION 4: Eviction Protection

LA County seeks to stop the inflow of people into homelessness by investing in interventions that help people remain housed—especially in times of crisis. Building on recent efforts to strengthen eviction protections and crack down on price gouging following disasters like the January 2025 wildfires, this mission includes:

  • Coordinating eviction prevention services and tenant protections
  • Providing legal assistance, representation, and rental aid to at-risk households
  • Supporting proactive enforcement of emergency anti-price-gouging ordinances
  • Partnering with community organizations to stabilize tenants and prevent displacement
