SUPERVISOR HORVATH ANNOUNCES HOLIDAY MEASURES TO SUPPORT TOPANGA BUSINESSES AND IMPROVED COORDINATION ON TOPANGA CANYON BLVD PROJECT
December 15th, 2025
LOS ANGELES, CA – Today, Supervisor Lindsey P. Horvath announced a series of immediate actions to support Topanga Canyon businesses during the holiday season and improve coordination between Southern California Edison (SCE) and Caltrans (CT) related to ongoing work on Topanga Canyon Boulevard (TCB). These measures reflect the Supervisor’s continued commitment to a strong, resilient Topanga, and to ensuring all agencies work in partnership to reduce impacts on residents, workers, and local businesses.
“Our Topanga community deserves thoughtful coordination, clear communication, and real accountability from all agencies involved,” said Supervisor Lindsey P. Horvath. “As we move through the holiday season, my priority is supporting local businesses and residents by reducing disruption wherever possible, strengthening coordination between Caltrans and Southern California Edison, and ensuring everyone is working together as partners to keep Topanga moving and thriving. Many of these businesses have been part of the fabric of this community for generations, and they deserve our support. I encourage everyone to shop local this holiday season and support Topanga’s small businesses through Shop Local LA.”
Following check-ins between Supervisor Horvath’s Office, Caltrans, and Southern California Edison regarding the ongoing TCB project, several operational changes have been implemented to improve traffic flow and reduce daily disruptions:
- SCE will suspend work from December 19 through December 28 to provide relief for residents and businesses during the holiday period.
- One-way traffic control points are being adjusted to increase southbound traffic capacity during the morning rush hour and northbound capacity during the evening commute to allow more vehicles through the corridor.
- Intersections at Old Topanga Canyon Road and Topanga School Road are being actively monitored to ensure appropriate traffic signal timing.
- SCE has directed crews not to begin placing cones or equipment until 8:30 a.m. to reduce early-morning impacts.
To further support the local economy during this critical retail period, Supervisor Horvath’s office is working with area Chambers of Commerce to promote the Shop Local LA initiative to uplift and support Topanga businesses.
Earlier this year, Supervisor Horvath announced $310,000 in direct grant awards for Malibu and Topanga Canyon small businesses impacted by wildfire-related road closures through the Malibu-Topanga Business Interruption Fund (BIF). The program provided up to $20,000 in financial assistance to businesses facing economic hardship due to prolonged closures of PCH and TCB.
The Supervisor’s office will continue to engage closely with residents, businesses, and agency partners as work progresses.
