BOARD APPROVED HORVATH MOTION STRENGTHENING LA COUNTY AND LA CITY PARTNERSHIP ON HOMELESSNESS RESPONSE

LOS ANGELES, CA – Yesterday, the Board passed Supervisor Lindsey P. Horvath’s motion to ensure a strong, collaborative partnership with the City of Los Angeles on joint homelessness response as Los Angeles County creates a department dedicated to addressing homelessness.
“As we transition to a unified County department focused on homeless services, continued partnership with City of Los Angeles leaders is not just welcomed—it’s essential,” said Supervisor Lindsey P. Horvath. “This is a pivotal opportunity to work together to align our strategies and resources to achieve lasting, meaningful results. Together, we can ensure this transition strengthens our shared efforts to bring every person the housing, care, and support they deserve.”
The motion directs the County’s Chief Executive Officer to initiate a series of meetings with the City’s Chief Administrative Officer, Chief Legislative Analyst, and Housing Department and to engage with the Mayor’s Office and City Council to align on the formation of the new County homeless services department. These meetings will focus on clearly defined roles and responsibilities, opportunities for shared outreach and housing coordination, improved data sharing, and a process for ongoing communication and input.
In April, the Board of Supervisors voted to create a new unified County Department to coordinate homelessness programs and services currently spread across more than a dozen County departments, including those administered by the Los Angeles Homeless Services Authority (LAHSA) and funded by the County. The new Department is designed to eliminate duplication, centralize care, and streamline access to housing and supportive services.
A written progress report will be submitted to the Board by September 30, 2025.
