SUPERVISOR HORVATH'S STATEMENT ON THE RELEASE OF THE 2025 HOMELESS COUNT RESULTS

LOS ANGELES, CA – Los Angeles County Supervisor Lindsey P. Horvath shares the following statement regarding LAHSA’s release of the 2025 Homeless Count results:

“A four percent decrease is progress—and a sign that our efforts are making a difference. But 72,308 people are still living without permanent shelter. We can, and must, do more.

At this pace, it would take three centuries to end homelessness in Los Angeles County. Every day, seven lives are being lost on our streets—an unacceptable reality that demands bold, coordinated action.

That’s why Los Angeles County is launching a new, dedicated department—one that is coordinated, accountable, and designed to meet the urgency of this moment. It will streamline services, break through bureaucracy, and deliver results across all 88 cities and unincorporated communities.

We’re moving forward even as federal resources decline. With deep cuts to housing and health programs, our local dollars must go further—and this new department gives us the structure to do exactly that: stretch limited resources, track outcomes, and put care where it’s needed most.

These numbers are not a reason to lose hope—they are a reason to stay focused. We have the tools. We know what works. And now, we are building the system to deliver at scale.
