BOARD APPROVES SUPPORT FOR LAWSUIT CHALLENGING TRUMP ADMINISTRATION CONTINUUM OF CARE FUNDING RESTRICTIONS

LOS ANGELES, CA –Today, the Los Angeles County Board of Supervisors approved Supervisor Lindsey P. Horvath’s motion to support the multistate lawsuit challenging the U.S. Department of Housing and Urban Development’s 2025 Continuum of Care Notice of Funding Opportunity (NOFO).

This action reflects the County’s commitment to protecting critical housing resources at a moment when the federal government is imposing unprecedented, unlawful restrictions that threaten the stability of thousands of households and families. The new NOFO limits the County’s ability to invest in proven solutions, undermines effective regional coordination, and destabilizes the very programs designed to end homelessness.

“As this Trump Administration plays political games from a place of comfort and privilege, our communities are left to deal with the fallout. In Los Angeles County, families are stretching every dollar to stay housed while Washington pushes policies that pull the floor out from under them,” said Supervisor Lindsey P. Horvath. “This HUD NOFO isn’t leadership — it’s an attack on the very tools that keep people safe and stably housed. We know what ends homelessness: housing, care, and real partnership across every level of government. And we will not stand by while an Administration more interested in spectacle than solutions undermines proven pathways out of homelessness. Many thanks to Governor Gavin Newsom’s leadership, along with the State Attorneys General, for this action. We proudly stand together to protect our most vulnerable.”

By joining the lawsuit led by Governor Newsom and a coalition of states, Los Angeles County reaffirms its commitment to evidence-based solutions and defends the region’s coordinated response to address the homelessness crisis.
