MEET JOHN LEONARD
Director of Budget & Board Operations

As the Director of Budget and Board Meeting Management, John oversees all aspects of the County budget for Supervisor Horvath and also manages preparation and day of oversight for board meetings. Previously, John worked for the City of West Hollywood for over a decade serving in various roles, including, Revenue Manager, Community & Legislative Affairs Manager, and most recently Economic Development Director.
Throughout his tenure John oversaw various functions including the collection of City revenues, budget preparation, management of City Council staff, oversight of the City’s legislative platform, as well as economic and property development. John also led several special initiatives, including implementation of the City’s cannabis ordinance, adoption of a minimum wage ordinance, voter approval of a sales tax increase and new cannabis tax, and implementation of the City’s digital billboard policy.
Prior to West Hollywood, John worked for a consulting firm specializing in economic development, redevelopment, affordable housing, and public/private real estate development. John holds a bachelor’s degree in Geography, from the University of California, Santa Barbara, and a master’s degree in Urban Planning, from the University of Southern California.
